Pa. man charged in fatal October wreck

CHAMBERSBURG, Pa. - Pennsylvania State Police have charged a Chambersburg man in the October death of a man in a one-vehicle accident.

Patrick Eugene Hepfer, 29, faces 15 charges in the accident that killed Charles Alan Frazier, 35, of Chambersburg, and injured several passengers, according to an affidavit filed by state police at District Justice Larry Meminger's office.

Hepfer was charged Monday with homicide by vehicle while driving under the influence, homicide by vehicle and involuntary manslaughter in Frazier's death, according to the affidavit.

He also faces five counts of recklessly endangering other people, two counts of aggravated assault with a motor vehicle while driving under the influence, driving under the influence and three traffic violations, according to the affidavit.

Police said the accident happened at 9:58 p.m. Oct. 11 on Fort McCord Road about one mile east of Bricker Road in Hamilton Township. The report said Hepfer's pickup truck was on its roof when police arrived.

Two passengers, Marilyn Snoke and Donald Brumbaugh, both of Chambersburg, were seriously injured in the accident, police said. Michelle Moore and Raymond Ardrey, both of Chambersburg, and Hepfer, suffered lesser injuries, according to police.

Hepfer was arrested at Meminger's office on Wednesday. He was released on a $10,000 unsecured bond, according to Meminger's office.

Hepfer's preliminary hearing is scheduled for March 17.
