Partially clothed woman charged in assault

A partially clothed woman who was found wandering along U.S. 40 at 1:35 a.m. Tuesday was charged with second-degree assault after a Washington County sheriff's deputy was struck while trying to help her.

Sheila Kay Kelley, 32, of 9106 Downsville Pike, also was charged with resisting arrest, obstructing and hindering police.

Deputy Tracey Peyton was called to U.S. 40 at Western Maryland Parkway for reports of a woman walking along the road, naked from the waist up.

When the woman was located, she told deputies she had been assaulted and dumped along the road, deputies said. She was given a coat to wear and offered a ride home but refused both, taking off the coat and walking away.

When deputies tried to stop her, one was hit, deputies said. After she was handcuffed, she slipped out of the restraints and the deputy was hit again, deputies said.

At the Washington County Detention Center, deputies discovered the woman allegedly gave a false name and birthdate to the deputies at the scene.

Kelley was being held on $3,000 bond Tuesday night.
