'Contractor' sentenced for not having license

A 44-year-old Hagerstown man was sentenced Thursday in Washington County Circuit Court to 193 days in jail for failing to have a Maryland home improvement contractor's license.

David Wayne Spoonire, of the first block of East Avenue, pleaded guilty to one count of having no license. An additional charge of failure to complete a contracting job was dismissed in exchange for the plea.

Judge Donald Beachley fashioned the sentence to match the time Spoonire had already served in the Washington County Detention Center.

Spoonire was investigated by an official with the Maryland Home Improvement Commission beginning in September 1994 as a result of complaints, court records said.

The incident for which the charges were filed involved a senior citizen who lives in the 1000 block of Florida Avenue.

That resident hired Spoonire to do a home improvement project for $2,770, court records said. Spoonire left the job imcomplete and never returned, court records said.

Spoonire could have received a sentence of two years and/or a $5,000 fine.
