FREDERICK, Md. - The third alleged accomplice in an escape from the Victor Cullen Center was denied bond Tuesday in Frederick County District Court.

Christopher Ronald Conner, 17, was arrested Saturday in Baltimore County. He is charged with first-degree assault, use of a handgun in the commission of a felony and aiding escape, Maryland State Police said.

Conner, who is being charged as an adult, was being held Tuesday night at the Frederick County Adult Detention Center.

The charges stem from an escape from the youth facility on Dec. 1. During the incident, Michael Keith Beers escaped from the Sabillasville, Md., facility with the help of a person who fired shots as a distraction.

Beers, 16, was recaptured Jan. 14 by police in Baltimore County.

Paul David Miller, 16, was also charged with first-degree assault, use of a handgun in the commission of a felony and aiding escape.




A water main rupture shut off water to Hagerstown Junior College Tuesday afternoon, but maintenance workers were able to repair the damage by night.

Phil Snodderly, the college's facilities manager, said several people called to report water flowing down the sidewalk at about 4 p.m.

"It didn't take long to realize there was a problem," he said.

Snodderly said workers eventually discovered a break in the pipe leading to the administration building. While they searched, however, water service was shut off to the entire campus. Water was turned back on at about 10 p.m.

Snodderly said there would be no disruption of classes today.
