Bicyclist killed in hit-and-run

NEW MARKET, Md. - A Mount Airy, Md., bicyclist died after a hit-and-run accident on Md. 75 Saturday afternoon, according to Maryland State Police.

The accident happened just before 4 p.m. on northbound Md. 75, south of Drummie Road, troopers said.

James David Baggett, 42, of 5759 Woodville Road, was bicycling north on the right shoulder of the road when he was struck by a northbound 1981 BMW 528, troopers said.

Baggett was thrown from the bicycle onto the pavement and killed, troopers said.

The car left the scene, troopers said.

The car's driver, James Christopher Proctor, 31, of 3901 Thrasher Court, Monrovia, Md., was later charged with manslaughter by a motor vehicle while intoxicated, troopers said.

He was released from Frederick County Adult Detention Center on $20,000 bond late Saturday or early Sunday, according to a booking clerk.
