Legal secretary running for circuit clerk

MARTINSBURG, W.Va. - Berkeley County Circuit Clerk Virginia M. Sine will face at least one opponent in the May 12 Democratic primary.

Legal secretary Nancy P. Burkhart, 39, of Martinsburg, said Wednesday she will file to run against Sine in the primary.

"I feel I have the background, the hands-on experience and the energy to deal with certain problems and the needs of the public in every aspect that the office of the circuit clerk requires," Burkhart said.

Sine, 53, of Martinsburg, was elected to the office in 1992. She said Wednesday she intends to run for another six-year term.

She began working for the county in 1965 and has been in the circuit clerk's office since 1966. Sine said she was the acting circuit clerk from June to December of 1974 following the death of George Gain.

The circuit clerk's office maintains civil, criminal and other court records. Handling naturalization records, passports, ballot preparation and candidate filings are part of the job, Sine said.

"I've completely computerized the office since I've been here" and put computers in the courtrooms, Sine said. She said her office is also preparing to put in a scanning imaging system for court records.

Burkhart is making her first run at elective office. She worked for former judge Patrick Henry when he was a prosecuting attorney and while he was on the bench. She is now employed by Henry's private practice.

"I think we need to bring back efficiency, organization and effectiveness to that office," Burkhart said.

The filing period for the primary runs from Monday to Feb. 5.
