Hagerstown man charged in shooting

A Hagerstown man has been charged with attempted murder following a shooting early Friday on Jonathan Street that left another city man hospitalized.

Robert Clipper, 25, of 202 N. Potomac St., was arrested Friday at Hagerstown City Police headquarters and is being held without bond at the Washington County Detention Center.

The shooting victim, Andre Lashawn Morgan, of Garden Lane, was listed in fair condition at Washington County Hospital Friday night after undergoing surgery earlier in the day.


At 2:16 a.m. police officers responded to a report of shots being fired in the 300 block of Jonathan Street, according to a police report. An officer arriving at the scene heard additional shots, the report said.

The officer found Morgan in the first block of West North Street and determined that he had been shot, the report said. Morgan was then taken from the scene by Community Rescue Service for medical treatment.

Witnesses told police that Morgan and another man got into a fight, the report said. The other man left the area, returned with a firearm, and began shooting at Morgan, who ran away, police said.

Police found several spent shell casings in the 300 block of Jonathan Street.

Charges against Clipper include attempted first-degree murder, attempted second-degree murder, first-degree assault, second-degree assault, reckless endangerment and use of a handgun in the commission of a felony crime of violence.
