Prostitutes said on the prowl at park

Hagerstown's prostitution problem has apparently spread to include the City Park area, according to some residents.

It's mainly a lunch-time phenomenon with the heaviest activity between 1 p.m. and 3 p.m., said Joy Nesbitt, 43, who lives at Park Plaza Apartments behind City Park.

Nesbitt said she has seen two separate vehicles pull into the apartment complex's parking lot and both parties get into one vehicle to commit a sex act.

Since the problem occurs during daylight hours, Nesbitt said she is worried neighborhood children could see it. She said she has seen condoms in the parking lot.

Nesbitt said she has called Hagerstown City Police periodically when she sees the illegal activity going on, but sometimes the police don't get there in time to catch them in the act.

Police Chief Dale Jones said the department would look into the matter.

Jones encouraged citizens to report any strange activity or vehicles around the park, including the tag numbers and descriptions of such vehicles.

Nesbitt said the prostitution problem has been going on since spring with activity lasting until 6 p.m. during the summer. It has slowed down with the colder weather, she said.

She said she saw police arrest at least two people in regards to the prostitution problem in the area since the spring.
