Zoning variance granted for ARC project

The Washington County Association for Retarded Citizens has been granted a variance for a $1 million addition to its Hagerstown activity center, said Matt Davis, a city planner.

The addition at 820 Florida Ave. will replace the Chewsville activity center next fall.

The Hagerstown Board of Zoning Appeals voted 2-1 last Wednesday to allow the association to build the addition within 100 feet of the front property line, Davis said.

Lighting for the building and parking lot must be shielded from neighbors and a buffer area must exist between the property and nearby residences, Davis said. The Hagerstown Planning Commission will review any proposed buffer areas, he said.

Zoning board members Clair Baker and Fay Smith approved the variance with Tony Dattilio in opposition, Davis said. Board member William Wantz was absent.

The expansion would allow the association to expand its services to clients who are retarded or have head injuries by helping them start their own businesses, Executive Director Bob DeHaven has said.
