Boy admits touching girls at school

There was some good news and some bad news Wednesday in the case of a 14-year-old boy who admitted touching the breast of a female classmate last May at Smithsburg Middle School.

A marked improvement in the boy's behavior and grades were reported to Washington County Juvenile Judge John H. McDowell for the first few weeks of his 9th grade year at Smithsburg High School.

But there was a disturbing note that new charges have been filed against him - charges of second-degree assault and false imprisonment and a trespass incident at his former school.


"We just found out about these new charges Tuesday,'' said Assistant Washington County State's Attorney Gina Cirincion.

McDowell opted to place the boy on supervised probation for the time being, with strict rules about school, behavior and drug and alcohol use.

The fourth-degree sex offense came to light May 15 when two female Smithsburg Middle School students reported to their principal, Jeff Stouffer, that the 14-year-old had grabbed them on the breasts May 8.

The police report from the Smithsburg Police Department investigation revealed that one of the girls told police she was also forced into the boys bathroom at the school by the boy.

She also told police the boy slapped her in the face while they were at the school track on another day, police reports said.

The other girl said she was grabbed on the breast by the boy at school, police reports said.

When confronted, the boy admitted to police and the principal that he had grabbed the girl's breast and apologized to the girl and her mother.

He has been living at home with his grandfather under strict supervision since the sexual offense charges were heard Aug. 6.
