City man pleads guilty in sex case

A Hagerstown man admitted in Washington County Circuit Court Monday that he touched a young boy on the leg near his genital area last September.

Kenneth Eugene Case, 22, of the 400 block of Mitchell Avenue, pleaded guilty to a fourth-degree sex offense. Additional charges of assault and battery were dropped in exchange for the plea.

Judge Kennedy Boone gave Case a one-year suspended sentence in the Washington County Detention Center and placed him on three years probation.

The incident occurred on Sept. 21, 1996, in the 400 block of Fremont Street, and a witness reported it to Hagerstown City Police.

That witness told police the touch was on the genital area of the boy who was 4 years old, police said.

Case told police he thought he had only touched the boy on the leg.
