Hagerstown City Police Tuesday arrested a man accused of assaulting a Pennsylvania police officer, officials said.

Herman Charles Staten, 28, of 1614 Wenger Way, Chambersburg, Pa., was arrested on the first block of South Potomac Street in front of the Double T Lounge, Sgt. Roger Powers said.

Charges pending against Staten include aggravated assault against a police officer, felony delivery of narcotics and other simple assault charges, according to a statement released by Pennsylvania State Police, Chambersburg, Pa.

Powers said Staten was not armed when officers arrested him at about 1:15 p.m.

Two other Chambersburg residents, Alice Martinez, 18, of 4150 Funk Road and Andy Chilcote, 30, of 1614 Wenger Way, were charged with harboring and aiding Staten, the statement said.

The search for Staten began at about 11:40 a.m., when state police officials in Chambersburg notified the Hagerstown Police Department that he may have been at the Holiday Inn in Hagerstown, Powers said. However, he said a search of the hotel failed to locate him.

Powers said city police also made an unsuccessful search of an apartment building at 21 W. Antietam St.

Finally, Powers said, Hagerstown officials received word that Staten had called the state police in Chambersburg from a pay phone outside the Washington County Free Library. Powers said officers found him standing in the street.

If Staten waives extradition, he will be sent back to Pennsylvania as soon as officials pick him up, Powers said.

"He's going back to Chambersburg," he said.

Pennsylvania State Police and Chambersburg Borough Police conducted a joint investigation preceeding Staten's arrest.
