Boy held in sexual molestations

A 15-year-old Boonsboro boy who admitted Wednesday that he sexually molested two girls will be held at the Noyes Detention Center in Rockville, Md., pending disposition in Washington County Juvenile Court.

Washington County Assistant State's Attorney Gina Cirincion told Judge John H. McDowell that the incidents involved an 8-year-old girl and a 15-year-old and occurred between March and August 1996.

The younger child said she was at the teenage boy's home last summer when he allegedly pulled down her shorts and fondled her genital area, Cirincion said.


The child didn't tell anyone for a long time, Cirincion said, because she was afraid of him.

The older girl said the teenage boy pulled up her shirt and fondled her breast. She left and immediately reported the incident, Cirincion said.

"Both victims want him to get psychiatric help and not be detained," Cirincion told the judge.

But McDowell was troubled when he learned that the boy hasn't done well on community detention for the past three months.

School records read in court indicated he has missed three days, was failing five of seven subjects, had nine referrals for behavior and 10 after-school detentions.

Teacher comments included reports of rude and disgusting behavior, foul language in class and failure to do his work.

"While on community detention, the court expected you to act accordingly," McDowell said.

Based on that and conflicting reports from counselors as to whether the boy has a problem with sexual deviancy, McDowell decided to detain him for about 30 days until disposition on the two fourth-degree sex offenses.
