They should be made aware of that every task completed on the fire ground, whether it be standing outside with a hose or inside with a hose, it is part of the complete operation. So with low manpower, a firefighter without gear can complete tasks outside to allow firefighters with gear more important tasks. What should have been said was, 'Another dedicated volunteer firefighter responds to protect the lives and property of the citizens of Hagerstown disregarding his own personal safety.'"
