Pa. man charged after I-81 accident

A Chambersburg, Pa., man was arrested Wednesday after a motorist crashed his car and then left the scene on Interstate 81 just north of Halfway Boulevard, Maryland State Police said.

Frederick Newton Cowgill Jr., 31, of Pine Lane, was charged with driving while intoxicated, leaving the scene of an accident, negligent driving, driving on a suspended Maryland license and driving with a suspended out-of-state (Pennsylvania) license, police said.

Cowgill was being held Wednesday night at the Washington County Detention Center on $10,000 bond, Trooper 1st Class Marty Speak said.

In addition, Speak said a detainer was placed on Cowgill from Allegany County, Md., where he is wanted for failure to appear in court for a child support hearing. That means he will be transferred to Allegany County if he posts bond in Washington County, Speak said.

According to police, the 1985 Chrysler LeBaron Cowgill was driving hit the right guardrail in the southbound lane just before 4:30 p.m., swerved to the left and overturned.

The driver crawled out of the car and left the scene.

Speak said Cowgill, matching a description provided by a truck driver who stopped at the scene, was found walking on Hopewell Road and brought back to the scene by police.

Cowgill's blood-alcohol level was .13, Speak said.
