City man facing sex assault charges

A Hagerstown man has been charged with sex offenses and assault in the fondling of a child while the child's babysitter, who was his girlfriend, was not around, court records said.

Robert Steven Springer, 35, of 11023 Crystal Falls Drive, posted a $20,000 property bond Thursday and was released. He's charged with two counts each of third-degree sex offense and second-degree assault, according to Washington County District Court records.

The victim, who turned 10 on Monday, told authorities at her school in December that she had been touched, said Investigator Kenny Barnhart of the Washington County Sheriff's Department.

The child was interviewed by police and Department of Social Services counselors about "good touches and bad touches" and said the man had touched her in her genital area, both outside and inside her clothing, court records said.

She said he also had her touch his genital area while she was sitting on his lap in her babysitter's home, police reports said.

The maximum penalty for a third-degree sex offense conviction is 10 years in prison on each count.

A second-degree assault conviction also carries a 10-year maximum penalty.
